Health effects
The "dioxin" the EPA regulates in drinking water is 2,3,7,8-TCDD, the most potent compound in a family of related chlorinated chemicals. The International Agency for Research on Cancer classifies it as a known human carcinogen.
Dioxin disrupts the endocrine system, interferes with hormone signaling, damages the liver, and crosses the placenta in pregnant women, where it has been linked to developmental and reproductive harm. It accumulates in fatty tissue and has a half-life in the human body measured in years (the half-life of TCDD specifically is roughly 7 to 11 years).
There is no level of dioxin exposure that's considered fully safe. The EPA's federal limit is set extraordinarily low (30 parts per quadrillion) precisely because the toxic threshold is so close to zero.
Where it comes from
How it gets into your water
Dioxins are not added to anything on purpose. They form as unintended byproducts of combustion (waste incinerators, forest fires, residential trash burning) and certain industrial processes including paper bleaching with chlorine, PVC manufacturing, and chemical synthesis of certain pesticides and herbicides.
Once airborne, dioxin particles settle onto soil and surface water. They accumulate up the food chain in fatty tissue. The drinking-water exposure pathway is typically from industrial discharge into rivers and groundwater contamination near contaminated sites, including legacy Superfund sites and chemical-plant areas.

Is it in your water?
Most municipal water systems test for dioxin and report results in their annual Consumer Confidence Report (CCR). Levels are typically below detectable limits except near known contamination sites. If you live within a few miles of a Superfund site, paper mill, incinerator, or chemical plant, request a fresh test from your utility or an EPA-certified lab.
Private well owners near industrial corridors or agricultural areas with heavy pesticide use should have their water tested specifically for dioxins; standard well tests do not include them.
The fix
